About this tool
This free tool combines photos and scans into a single PDF, one image per page, in the order you choose. Recruiters use it for right-to-work documents, passports, certificates and signed forms that candidates send as phone photos. No login, and the images never leave your browser, which matters for identity documents.
How it works

PNG, JPEG, WebP, BMP or GIF, as many as you need.

Move images up or down. A4 fits each image on a printable page; "fit" makes the page the size of the image.

One document, ready to attach to the candidate's record.
When recruiters use it
Candidates send right-to-work evidence, passports, visas, driving licences and certificates as a string of phone photos. Compliance and client onboarding want one document per candidate. Drop the photos in, put the front of each document before the back, and you have a single PDF to attach to the candidate record or send to the client's onboarding team.
Worth knowing
- PNG and JPEG images go in untouched; WebP, BMP and GIF are converted to PNG, which can make the file bigger. Compress a heavy PDF afterwards if needed.
- Images are placed as they are. Photos taken sideways are not rotated for you.
- The PDF is pictures of the documents, not searchable text.
Questions recruiters ask
- Is it safe to use this for passports and right-to-work documents?
- The images are not uploaded: they are combined in your browser tab and saved to your computer. Store and delete the resulting PDF in line with your own right-to-work and data retention process.
- Can I choose the order of the pages?
- Yes. Move each image up or down before you build the PDF.
- Why is the PDF large?
- Phone photos are big. Shrink them with the image compressor first, or compress the finished PDF.
- Which image formats work?
- PNG, JPEG, WebP, BMP and GIF. HEIC photos from an iPhone need converting to JPEG first; most phones can share as JPEG.
