How do I format key personnel resumes for a federal proposal?

Start from the solicitation, not from a house template: Section L sets the format, page limits and required content for resumes, and Section M says how key personnel will be evaluated. Build one resume per key person with the proposed role exactly as in your staffing plan, the qualifications Section L asks for first, and the experience that answers Section M's factors, then check every resume against the minimum qualifications and the page limit. Formatix AI fills the format from each person's existing resume, for your team to check.

No card needed. Trial credits are valid for 14 days; plans start at £20 a month.

    Where the requirements are

Federal solicitations under FAR Part 15 follow the uniform contract format in FAR 15.204-1. Section L carries the instructions to offerors, and FAR 15.204-5(b) says offerors may be instructed to submit proposals or information in a specific format or severable parts to facilitate evaluation. Section M identifies the factors and significant subfactors that will be considered in awarding the contract and their relative importance (FAR 15.204-5(c)).

We found no FAR provision that prescribes a resume format, so the format, page limit and required fields come from each solicitation. Key personnel clauses, where an agency uses them, sit in agency supplements: HHSAR 352.237-75, for example, bars a contractor from diverting or replacing key personnel without the contracting officer's written consent.

    Step by step

    • Extract every resume requirement from Section L: page limit, font and margin rules, required fields, and whether letters of commitment are needed.
    • List the minimum qualifications for each key position from the statement of work or Section M: degrees, certifications, years of experience, clearances.
    • Fix the proposed role or labor category for each person and use the same wording in the resume, the staffing plan, the organization chart and the price volume.
    • Fill one resume per person in the required order, leading with the qualifications the solicitation asks for and the experience that answers the evaluation factors.
    • Check each resume against the minimums and the page limit, and make sure people who worked on the same contract describe it the same way.
    • Collect commitment letters or signatures where required.

    Doing it faster

Formatix AI takes the resume format (Formatix's federal key personnel resume template, or the format from your solicitation) as a template, then fills it from each person's existing resume in about thirty seconds, using your note to set the proposed role and the experience to lead with. It places only what the resume and your note contain; missing facts stay blank. Data is processed in the UK and EU, and Formatix does not claim any US government security authorization, so keep classified and controlled unclassified information out of what you upload.

    Frequently asked questions

Is there a standard federal resume format for proposals?
Not for proposals generally. We found no FAR provision setting one; each solicitation's Section L sets it. Architect-engineer selections are the exception: they use SF330 Section E.
Should key personnel resumes include clearances?
Include them when the solicitation asks for them or the position requires them, stated as the person holds them. Formatix places a clearance only if the resume or your note states it.
Can Formatix keep resumes within a page limit?
The template sets the layout and how much each section holds; your team checks the final length, as page limits are enforced strictly.
    How much does it cost?
New accounts get 10 free credits, valid for 14 days, with no card. Plans start at US$30 a month for 20 credits, and one credit formats one resume.
