What must a safety critical competency record show?
Regulation 24 of the Railways and Other Guided Transport Systems (Safety) Regulations 2006 says a controller of safety critical work must ensure, so far as is reasonably practicable, that a person has been assessed as competent and fit by an assessor. There must be an accurate, up-to-date written record that references the criteria used, available on reasonable request to other affected controllers and operators, with suitable arrangements for monitoring competence and fitness. A review is needed where there is reason to doubt either, or a significant change.
No card needed. Trial credits are valid for 14 days; plans start at £20 a month.
What regulation 24 asks for
- Assessment as competent and fit, by an assessor.
- An accurate, up-to-date written record of competence and fitness, referencing the criteria.
- The record, or an accurate summary, available on reasonable request to any other affected controller or operator.
- Suitable and sufficient arrangements for monitoring competence and fitness.
- A review without unreasonable delay where there is reason to doubt, or a significant change.
Who it applies to
The duty sits with the controller of safety critical work, and regulation 23 defines the safety critical tasks. ORR's Guide to ROGS explains how contractors and subcontractors share this. A person receiving practical training in a safety critical task is the regulation's exception. The regulation does not set a form.
Doing it with Formatix
Upload the assessment records, and Formatix fills a record of tasks, criteria, assessor, fitness outcome, monitoring and reviews. A course certificate is never shown as an assessment, and a missing criterion goes on the Still needed list. It does not assess anyone. New accounts get 10 free credits, valid for 14 days, with no card. Paid plans start at £20 a month, and one credit fills one document.

Frequently asked questions
- Who holds the duty?
- The controller of safety critical work. ORR explains that this can be a company, and that controllers must co-operate with one another.
- Can an agency hold the record?
- The duty is the controller's. Who holds the record in a supply chain is for the parties to agree, and the record or a summary must be available on reasonable request.
- Is Sentinel enough?
- The regulation asks for a record that references the criteria. Whether a Sentinel profile meets that for your work is for you to judge against the regulation.
